CEI-Boulos Capital Management (CEI-Boulos) is an innovative partnership between Coastal Enterprises, Inc. (CEI), a community development financial institution (CDFI) and The Boulos Company, a traditional, integrated commercial real estate company–forging a unique team representing divergent and complementary skills and perspectives.
Formally launched in August 2019, CEI-Boulos, through its first managed fund, the Woodforest CEI-Boulos Opportunity Fund, has already demonstrated how the Opportunity Zone tax incentive can be used to achieve positive outcomes for both investors and underinvested communities – in addition to working hand and hand with Community Reinvestment Act and other economic development incentives. CEI-Boulos also has the capability to manage non-Opportunity Zone capital to make high-impact, financially attractive investments.
CEI-Boulos creates high-impact commercial real estate investment funds targeting projects in underinvested communities in order to achieve the following objectives:
- Deliver attractive risk-adjusted returns from investments in commercial real estate projects
- Assure rigorous compliance with Opportunity Zone regulations to maximize tax benefits
- Generate positive social and environmental impacts that benefit people and communities with low and moderate incomes, and report to investors on these impacts on an on-going basis
- Make investments that adhere to CRA and other tax incentive requirements
