Since the early eighties Coastal Enterprises' Targeted
Opportunities department has served as the organization's workforce
intermediary arm, linking CEI's lending and investment functions to the
employment and training needs of people with low-moderate
incomes. As a workforce intermediary, CEI has utilized a
variety
of workforce interventions to support businesses, incumbent workers and
job seekers.
