Programs available throughout the state for financing rental or single-family housing. Most of these organizations are also great resources for housing information.

Maine State Housing Authority. MSHA’s mission is to assist Maine people to obtain and maintain decent, safe, affordable housing and services suitable to their unique housing needs. They administer a variety of programs to address these needs, a few of which are summarized below. Maine Department of Economic and Community Development/ Community Development Block Grant Program. The Office of Community Development (OCD) provides funding and technical support to communities for programs that achieve local community and economic development objectives. Maine State Planning Office. The State Planning Office (SPO) offers a Community Planning and Investment Grant Program, which includes Comprehensive Planning Grants, Implementation Grants, Comprehensive Plan Update Grants, and non-competitive Regional Challenge Grants. Maine Association of Realtors Foundation. The purpose of the REALTORS® Affordable Housing Fund is "to provide financial resources to groups and organizations for the purpose of funding activities, programs and services which directly or indirectly expand, create, maintain or encourage development of decent, suitable shelter and housing opportunities in Maine, including heating assistance for individuals and families with low, very low or no income." ; website: http://marfoundation.org/

Maine Housing Technical Assistance Consortium. This program provides resources and training to groups developing affordable housing in the State of Maine. USDA Rural Development (Formerly Known as the Farmers’ Housing Administration). This office administers a variety of loan and grant programs in rural areas for development of rental housing, as well as assistance for individuals to own or repair a house. They have offices around the state in:

US Department of Housing and Urban Development. (HUD) HUD provides funding to both individuals in need of housing, and organizations that serve them. Funds are available for subsidizing rents, developing housing, home repair, and more. Maine’s HUD Field Office Director in Bangor is Loren Cole, 207-945-0467,

Federal Home Loan Banks. The Federal Home Loan Banks are an essential source of stable, low-cost funds to financial institutions for home mortgage, small business, rural and agricultural loans. Fannie Mae. Through the development of mortgage products, services, investments, national partnerships, and local initiatives, Fannie Mae works to expand the dream of homeownership and affordable rental housing. Fannie Mae Northern New England Office, http://www.fanniemae.com

The Housing Assistance Council focuses on helping to create housing opportunities in rural areas for people with low incomes. HAC provides low-interest loans to finance affordable and mixed-income housing projects in rural communities nationwide. National Office: ; website: http://ruralhome.org/index.htm

Affordable Housing Resources

The Genesis Community Loan Fund connects communities to the financial and technical resources needed to develop affordable housing and community facilities. Based in Damariscotta, Genesis has worked on projects in every Maine county. The nonprofit organization provides predevelopment, acquisition, construction, rehabilitation, leasehold improvement, and working capital loans as well as a range of technical support to help make projects work.

Maine Affordable Housing Network (MAHN). MAHN is a membership organization which supports the creation and preservation of affordable housing in Maine. It publishes the Network News, a monthly resource full of housing news from around the state, and country. For more information, contact Ryan Cunio at

The Housing Partnership (THP), The Housing Partnership is a nonprofit affordable housing developer serving the Greater Seacoast region of New Hampshire and Maine. Also operates the Workforce Housing Coalition of the Greater Seacoast (WHC), an education and advocacy effort comprised of business, government and community leaders. The WHC is available to meet with communities assessing their current and future housing needs and how to promote a balanced housing supply. Publishes House Call, a monthly e-mail newsletter with resource links and a housing events calendar.

Pine Tree Legal Assistance provides free legal advice to Maine residents with low incomes. They have a variety of legal reference material available on their site, including a very useful piece entitled Fair Housing: Your Right to Rent or Own a Home, which outlines peoples’ rights in the face of housing discrimination. for elder services for a specified geographic area.

General Assistance Programs. Each town has a General Assistance Program to help people in emergencies. People may be eligible even if they work or receive other benefits such as food stamps, veterans' benefits, or Social Security. To request General Assistance, contact your town office or First Selectman. Applications must be accepted for review. Research and data related to housing, from both state and national sources.

 

Getting By: Maine Livable Wages in 2002 by Lisa Pohlmann and Christopher St. John. This report from the Maine Center for Economic Policy contains data that goes beyond the Federal Poverty Level to look at the amount that households realistically must earn to meet basic living expenses. The report includes 2002 Monthly Basic Needs Budgets by Family Size for each Maine county that calculate the required annual income and equivalent hourly wage needed to make ends meet based on monthly expenses for such things as rent/utilities and child care for each region. The National Low Income Housing Coalition is a national advocacy group for housing. In addition to tracking legislation and policy, they also release an annual report on the “housing wage,” the wage needed to afford a rent in a specific area. The housing wage for Maine is $12.58, and for Portland, it is $16.52. Look for the report, “Out of Reach” at www.nlihc.org
