Human Resources Assistance
A principle goal of the ETAG is to provide human resources support that helps sustain and develop healthy workplaces for all employees, not just those that are low-income. Such workplaces depend on progressive personnel policies/management practices, “livable wages,” retention strategies that balance work and home life and promote job advancement, better than average fringe benefit packages, and other practices that demonstrate that the business “invests” in and values their human resources.
CEI Workforce Solutions staff provides or brokers assistance with:
- Tax credits
- State sponsored training applications
- Employee savings and asset building programs
- Creation of personnel policies and job descriptions
- Access to training resources
- Supporting efforts to promote worker advancement
- Resource and referral services for other HR related areas, such as health and safety audits, sexual harassment, EEO/AA policies, health care benefit options, or training subsidies

Resources for Workers and Employers
Maine Governor’s Training Initiative (GTI) provides financial assistance to train new employees and retain existing workers. GTI funds can be used for job task analysis, workplace literacy, high performance skills, technical training, higher education, on-the-job training, workplace safety or competitive retooling. Maine Apprenticeship Program provides a progressive model of comprehensive occupational training for new or existing workers. This program is customized to your business using industry standards, and includes on-the-job training supplemented by classroom instruction. Maine Quality Centers (MQC) provide 100% financed education and training for new employees. The state’s Community College System offers the program at no cost to the company or trainees. Advance Earned Income Tax Credit (AEITC) can boost your employee’s paycheck. This is a tax credit for working parents to provide up to several thousand a year in additional income. Employers can have employees complete a Form W-5 so they can get part of it weekly in their paycheck. Maine Adult Education Programs can customize training for your business at a very reasonable cost. Some programs may be able to deliver instruction on-site if your business can accommodate it. Visit www.maineadulted.org to find your community’s Adult Education Program and contact information.
Maine Community College System (MCCS) offers courses, seminars, workshops and customized training programs at Community College campuses or at the worksite during the day, evening or weekends. Maine CareerCenters are located throughout the State and provide a clearinghouse to match qualified employees (some just recently trained) with job openings. Work Opportunity Tax Credit (WOTC) is a federal tax credit that offers an incentive for private sector businesses to hire individuals from certain target groups that face barriers to employment; felons are one of the target groups as long as the person is hired not more than one year after the conviction or release. Other target groups: SSI recipient; Food Stamp recipient; TANF (Temporary Assistance for Needy Families) recipient; unemployed disabled veteran; certain youth.
The employer must complete the WOTC forms, and mail the signed and dated forms to the Maine Department of Labor WOTC Coordinator no later than 28 days after the new hire begins work. Download the WOTC forms here.
